I remembered Sly Moore from Episode III, she was in the opera and in the senate, where she was sitting near chancellor Palpatine and standing near emperor Palpatine.
Emperor Palpatine is my only HT figure, so, when a friend of mine suggested to me making Sly Moore, I thought, that it was a good idea. Sly Moore had a great cape, and my friend had a head that was kinda similar to the head in the movie. So here we are:
I'm not sure, which shoes Sly Moore had in the movie, I just thought sneakers were cute, so she has sneakers)

The collar was desined in Blender. The first version was great on the screen and not so great on the body. After about 7 attempts I got the shape, I was satisfied with:
For the cape I used decorative fringe:
The fabric for the dress was stiched to have rhombuses like in the movie
