How Long is "Too Long"? (Dealing with 1/6 Artists)

I have always determined a time frame that both the artist and I agree on "in writing" if they miss that deadline, we're done.

I just happened to come across a thread a few days ago for a project that was originally posted 9 years ago. Yes, 9 years! Every few months there’d be a post inquiring if the project was ever going to happen. Every so often the artist would say it was his intent to get it going but he had too much other stuff going on. I felt bad for these patient people so I chimed in and offered to do it. The artist didn’t reply after a few days so I took the liberty to knock out his 9 year project over the course of the weekend and post the pics. He scolded me. Oh well. I think the problem here is there are very few artists in high demand. The second issue is these in demand artists have trouble saying no when someone asks for a project to be done or collaborated on.
