I don't think you can put tags around pictures located in your computer...
Inside the IMG tags needs to be a URL, or an address on the internet. This means you need to upload the pics to the internet first.
Some people upload pics to SSF, but I never took the time to figure out how to do that. I would recommend a site like photobucket, or flickr, where you can upload your pics, then copy the HTML or IMG code and paste it right in here.
I use photobucket, it's really great. If you're wondering, it's free to set up an account, and they give you lots and lots of storage.
