Is it possible to make the jacket longer and particularly the cuffs larger (more roomy)...?

Yes it I can do that but need to make sure how long is the coat will be and how roomy the cuffs you want them because pictures references have 2 types Barbosa clothing (we believe from 2 different movies but not sure which one):

COAT:
a. Coat length a bit above the knee & smaller cuffs fitting - this what we did. This one we choose because to make him more fitted, elegant and neater for the figure.
b. Coat length below the knee / half the calf and roomy cuffs
