I say make the Scarf longer and Baggy. Worse case if you wanna shorten it and make it tighter, you can always stuff the excess down the back.
If you wanted it Baggier there would be no way to do that if it's cut short.

Has the issue of the fabric been addressed yet? I want to put down my deposit but it seems like the fabric is too thick so it doesn't drape that well, is that the final fabric for the dress?

Sorry bro, but she couldn't find a thinner fabric in that color, so this is the way it will be. One thing you have to consider is that she ironed the dress before taking the pics, so it will look different in hand. Also the water treatment is always an option to make it sit better in the body.

Or I can ask her to make it using a thinner fabric but in a different color (maybe white?) but you will have to color dye it by yourself as she doesn't have experience doing that kind of work.

I think water treatment will work to loosen it up.
