I agree with you gboy that when using a naked upper body, the head appears to be a tad too large. But as you said, once clothing is on, the out of scale thickness will make up for the size difference. I also think we are so used to slightly undersized sculpts on Hot Toys that often larger (in scale) heads appear too large.
And using Seb's example above, as amazing as it is, I think when completely dressed that darthcallous sculpt would look slightly undersized.

IO could be wrong but the head looks like a good size to me! Any smaller and that neck will be wider. FYI not all silicone shrinks either the stuff i use shrinks so little u wouldn't noticed definitely not 2-3%! Its like 0.0017% shrinkage or something stupid.
