I've asked RopaStudio if they can produce the 4th outfit and I did get a reply. They're able to create the patches and medal ribbons but not the metal parts themselves (obviously). It won't be a cheap set but it is very intricate and would be a homerun of a figure. Because of this, I'd be willing to design and print all of the medals for free in resin. I will only be able to paint the plain metal ones though. I can ask Dmitriy to produce metal painted ones if there is enough interest. Unfortunately the sample wouldn't be finished until April but by the time the sculpt and medals are finished it shouldn't be too long of a wait.
I'll get the price quote up as soon as possible.

This would definitely be the safer option. I'm personally not a big fan of the shirt colour though.
I'll probably put up a poll soon (either way, I doubt the tailor wouldn't mind changing fabric for a few sets).

I'm starting to lean towards the strudel scene uniform now that Hosam has mentioned it. Mainly because the medals will have to be made elsewhere and will likely be costly. But also because I'm not a huge fan of having too many plain suit like outfits (white shirt weighs more in that direction).

Personally I'm not overly fussy which, but I lean towards the brown shirt, primarily because white shirts are easily come by if I want to switch it up, whereas nicely tailored brown shirts, not so much.

In addition to upgrading the Hot Toys version, there was a DID figure of him with an outfit very reminiscent of the theater outfit as well. That sculpt was lacking, so this will make a great upgrade.

I can't remember exactly. I think the main issue is when I put details out, and not many people responded. So I'm not sure how true the current list would be. It's been a while, so I imagine myself recreating the thread once I get in the groove.
