That's a matter of opinion, you won't be able to have any posing of the Bandana that way.

I'd want to be able to do this with it.

 
Personally and it's only my opinion on all the snake I have done I always used cloth for the tail. I insert some wiring inside and you're able to do all the pose you want and change them as you want.

So my vote will go with cloth for the tail. Plus the sculptor could match the sculpted bandana to look the same texture wise.

No offence but i've seen the fabric ones like on the metalboss and it looks rubbish

Especially if the part on the head is sculpted and then the flowing tails are fabric

Id be inclined to say sculpt it and then if people want fabric ones make one themselves

Metal Boss is the exact reason I don't want cloth, you have to worry about snapping wires. With sculpt there is no fuss, no muss.
 
I don't even see the back part of the bandana there (the part Elvis says should be cloth). But if it's cloth you could have it hanging straight down, or hanging around the side, or you could even stiffen it out if you wanted to if the wire is inserted. If it's sculpted, then you surely don't have any ability to pose it. It's stuck in whatever pose it's sculpted in.

I done this with my snake it works you can pose anyway u like.
