Huh, I didn't feel that way at all. Wire felt like a complete story told the way the creators wanted it told. Like a great, thick novel brought to life on TV. Seasons 4 and 5 were essential to the overall story, and I thought Marlo was great.
The Shield was good from start to finish. Vic was a badass, Shane was a screwup, Lem was a crybaby and Ronnie...well, what can be said about Ronnie other than he was "around" from time to time.

That was one of the primary running themes through the series, and the ludicrous nature of the serial killer was the only reason it garnered media attention, and thus, political support. There were real serial killers all through the series that no one paid attention to because they were gangsters killing other gangsters.
That storyline also allowed the creators to explore issues of media sensationalism and the downfall of legitimate, objective news reporting, as season 4 explored the issues of a broken public school system.
