This is what I think could make a huge difference if it's possible to do which it may not be because I realise Windows Paint and Zbrush are different ball games but here goes:
It might not be instantly clear - so save both those pics to your computers and cycle back and forth between them in windows explorer to see what I did.
Taking DioramaMaker's suggestion that the area between his nose and his mouth is too long and combining that with a nagging concern I've had all along that his jaw isn't pushed forward enough, I selected a square of the original image from the top all the way down to just under his nose and dragged it a tiny bit down and a tiny bit back. I feel like it instantly gives him his almost apelike mouth region and it may be key in fixing the front view which I think has still been lacking - particularly of the distinctive shadows that Arnie has on his cheeks. Trouble is I don't know if you can do such an action with zbrush and it's therefore a lot more work probably.
Here's an attempt to make sense of the shadows which I guess as any sculptor must know is not easy at all because christ I've had a hard time of it:
I don't know if it was the right thing to do but I was using multiple different pics of Arnie with very different lighting and angles of lighting to try to extrapolate that. Therefore the internal consistency might be off. The darker areas obviously are shadow while the whiter areas are meant to denote parts of his face that are catching more light. I guess I would mimic it for the other side by cheating and flipping the image and copying it as best I could.
