I may be wrong but I think the concept is that it's not from a certain film but the likeness is neat!

exactly godfather every iteration of freddy looks different which usually boiled down to a specific special effects artist and some consensus. since this isn't from a specific movie, we thought it best to call it 'concept' versus say 'generic' since it sounds better

when the sculpt was discussed, it became clear we both liked the original, dirty, perverted molester, not the wisecracking funny guy of later movies sans new nightmare

also, to some degree, we wanted to encourage some creative spring-boardinig for lack of a better term to see where people go with this sculpt.
