Ya just the head sculpts, hot toys made the stars vest already , a white tee, and you can use any pants really , then ya got the figure almost finished. There's not much to the uniforms at all. The main part would be the vest.

Ok , I got info on JP with painter 8-bit commando 10 people or more on board with a price,
PRICE PER HEAD 50.00 USD that'll be first to do the sculpt.
Then 8-bit will charge 100.00 to paint it up.
They work as a team, and I think there stuff finished looks really really good.
